The Department of Budget and Management convened the Task Force on Child Welfare System Accountability in October 2003 as requested by the General Assembly. The Task Force is to evaluate the Maryland child welfare system.
A method by which to estimate reported and unreported child abuse and neglect will be devised, and performance measures and qualitative assessment tools for individual cases will be created by the Task Force. The Task Force also will determine best practices, and measurements of child outcomes and analyze how available data can be best collected to measure these outcomes. In addition, the Task Force is to examine how the State can most effectively secure federal funds with which to improve a child’s safety, permanency, and well-being.
